Administrative / biographical background:

The South East Joint Planning Study Steering Group was initially chaired and its secretariat provided by the Department of Economic Affairs. It was subsequently chaired by the Ministry of Housing and Local Government and the secretariat provided by the South East Economic Planning Board.

The Steering Group was an interdepartmental body with members from the Department of Economic Affairs, the Ministry of Housing and Local Government, the Board of Trade, the Ministry of Transport, the South East Economic Planning Board and the Department of Employment and Productivity. It provided guidance for the South East Joint Planning Team who were working on the South East Joint Planning Study.

The South East Joint Planning Team had been commissioned on 1 May 1968 (first Steering Group meeting) by a body representing at ministerial level the Department of Economic Affairs, the Ministry of Housing and Local Government and the Ministry of Transport, together with the South East Economic Council and the Standing Conference for London and South East Regional Planning. It was to report back to this commissioning body.

The Team was required to produce a regional plan for the south east of England by December 1969 so that the government could take decisions on public investment and help local authorities to produce local structure plans as required by the Town and Country Planning Act 1968.
