The National Advisory Council on the Training and Supply of Teachers was set up in 1948. Its function was to review the national policy on training of teachers, the qualifications required by teachers, their recruitment and the distribution of trained teachers in the way that would most efficiently ensure that the needs of all schools were fully met. The Council was wound up in 1965 as a result of internal dissension and a belief that its recommendations were not in accord with government policy at the time. Though the question of the future handling of its responsibilities was discussed, no clear successor body was appointed. Members of the council were appointed by the minister, and its constitution required that the membership should include representatives from local authorities, the various teaching and lecturers' associations, and the area training organisations. There was an independent chairman, the first being Sir Philip Morris, vice-chancellor of Bristol University at the time of his appointment. The main committee and sub-committees met independently but all decisions were recorded and presented to the main council meetings. |
