To meet an insufficiency of accommodation for the training of teachers the Board of Education made provision in the Regulations for the Training of Teachers and for the Examination of Students in Training Colleges, 1905 [Cd. 2568] for grants in aid of the establishment of training colleges. No award was made under these regulations which provided for a grant of 25 per cent of capital expenditure of the cost of site and buildings or the amount of £25 per place provided, which ever was the less. Grant aid was proposed for the enlargement of existing colleges as well as the establishment of new colleges. The Regulations of 1906 (Cd. 3049) provided for grant of 75 per cent of capital expenditure for the acquisition, erection, enlargement, or improvement of college buildings, and grant for the renting of temporary premises, but restricted the offer of aid to local education authorities. Subsequent regulations included grant for hostels and in 1909 the Regulations (Cd. 4783), which re-introduced a limitation of cost per place, extended the offer of grant to universities and university colleges. Building projects which ceased during the war were resumed in 1919 subject to limitations imposed by the Treasury. Grants in aid of Teachers Training Colleges, as previously described, were "suspended" by the Regulations for the Training of Teachers, 1922, and payment ceased with the exception of projects already approved by the Board of Education. |
