Administrative / biographical background:

The Home Trade Transport Control Committee was set up in 1918 in the Ministry of Shipping for the purpose of relieving the congestion on the railways by encouraging greater use of coastal shipping. Through district committees it operated a scheme, from August 1919 to June 1920, whereby for certain traffic, traders were refunded the difference in costs between railway rates, which were artificially depressed, and coastal charges.
