The Council, established shortly after the formation of the Ministry in 1919, was a non-statutory advisory body consisting of the heads of Departments. Its function was to discuss with the Minister the problems confronting the newly formed Ministry. The Council considered many aspects of the Department's responsibilities, particularly the problems posed by the condition of the railways following the 1914-1918 war. The Council ceased to exist after August, 1922. |
