The standing Inclosure Commission was appointed to work through assistant Inclosure Commissioners and Surveyors. They were to carry out local enquiries in each case of the proposed enclosure and if the enclosure were sanctioned by parliament on the commission's recommendations, they were to be responsible for the actual work of enclosure and allotment. |
